A Murder in Oikon
The Chancellery is one of Oikon’s three governing bodies, along with the Civil Guard and the Magistrates. It is a complexly organized collection of administrators, technicians, scholars, and clergy. Getting any business done in Oikonis likely to require contact with one or more chancellors, whether to receive a permit, notarize a sale or contract, or to pay an import tax, its a chancellor that will explain the rules and manage system.
If you ask one of these orderlies why they are needed, they’re likely to explain that the state would collapse without them: who would come to trade if there was not in place a comprehensive set of laws? how could such a large city (not to mention the guard) be provisioned without careful bookkeeping?
